Gimp (GNU image manipulation program) is a great open-source software for making and manipulating images
If you're a photoshop refugee like I am, consider using this photoshop-like UI plugin, it's the only reason I can get anything done in GIMP

Used more for pixel art, though I will use it on occasion for regular image manipulation

Aseprite is an open source pixel art creation tool, similar to photoshop or gimp
It costs ~$20 on all platforms, but since it's open source, you can legally obtain it for free by compilin
